To the Editor,

Mr. Forbes states in his letter published in the April 27 edition that Glen Clark and the NDP added the Part 10 legislative exemption to appurtenance in the 1996 Forest Act. That is incorrect.

The 1979 Forest Act contained the same exemption provisions at Part 12, Sections 136 and 137. These were simply renumbered and carried forward when the Act was amended in 1996. And as noted at page 306 of the 1976 Royal Commission Report on Forest Resources, the power to permit exemptions from appurtenance and authorize raw log exports existed prior to the 1979 Act.
